This is a known issue.
When you are downloading (or uploading) an email2 attachment using the email2 Toolbar, the progress bar will stay on top of Outlook (and all other programs) and you will not be able to move it. You are able to continue working with your other programs, but the screen area behind the progress bar will not be visible. Outlook will be "locked" in the case of uploading a file.
