Can I still communicate with people using basic email?

Yes!

Just because you're using email2, you aren't prevented from using basic email.

If you are using the email2 Toolbar for Outlook 2003 & 2007, you can turn email2 "on" or "off" for any given message that you compose, or initiate the conversation to. This means that if you want to communicate with a colleague using basic email, you simply need to ensure that no Private Email Network is selected in the email2 Delivery Option pane. If you are replying to an email2 message, you will be forced to reply using the Private Email Network as selected by the sender (owner) of the message.

If you are using the email2 Web Client, you will have to use your basic email client to send basic email messages. The email2 Web Client can only be used to communicate with other members of your specific Private Email Network. But remember, your email address is always the same - whether people are using basic email or email2, they will only need to remember one email address to contact you at.

If you find that you're often switching between the email2 Web Client (for your email2 messages) and your basic email client (for your basic email messages), we recommend checking out the email2 Toolbar for Outlook 2003 & 2007.
